How it’s calculated
Fixed-date holidays (New Year’s Day, Juneteenth, Independence Day, Veterans Day, Christmas Day) fall on the same date every year; the others are set as the nth weekday of a month, e.g. Thanksgiving is the fourth Thursday of November.
Legal public holidays under 5 U.S.C. 6103(a). When a holiday falls on a Saturday it is observed on the Friday before, and on a Sunday the Monday after (federal employees). Private employers set their own holiday schedules.
